Farmers / bats and duty of care

I put the EPA and DERM on notice today claiming that they have a DUTY OF CARE AS IN SECTION 289 of the Criminal code to get rid of fruit bats , The reason is that Bats carry dieses that can be transmited to humans and as the EPA and DERM are the managers of the bats they have a Duty of care to insure that any thing that could cause harm ( BATS ) or death is to be managed so no harm can come to humans .
