Its ALL part of the plan. here we are 7billion + and they think it should be 1.2 or maybe 2 billion, I suggest they start with Paul Ehrlich Al Gore the Soros Foundation, Sierra Club, Club of Rome, Bilderberg Group, ICLEI,Council on Foreign Relations and of course the United Nations, etc etc, throw the Gillard Gov in as well.
That should just about do it.

But it is not a new phenomena -
One of the early 'fathers ' of global warming Swedish scientist Svante Arrhenius was part of the racial hygiene movement.(eugenics)
Anthropologist Margaret Mead was also a promoter of eugenics.
Sir Julian Huxley, was another promoter of racial hygiene movement.
"Even though it is quite true that any radical eugenic policy will be for many years politically and psychologically impossible, it will be important for UNESCO to see that the eugenic problem is examined with the greatest care, and that the public mind is informed of the issues at stake so that much that now is unthinkable may at least become thinkable." - Sir Julian Huxley, first director general of UNESCO (1946-1948)

French oceanographer Jacques Cousteau wished to reduce the world's population by 350,000 a day. He worked for UNESCO.

This document on the history of eugenics in Australia (Melbourne) is interesting, as it starts out with the premise that eugenics is to reduce those that are mentally handicapped, by sterilisation, but progresses to others of "lesser" races as a possibility.
Media and hotel magnate Ted Turner has been promoting a one child policy for some years (he is father to 5 children), and he quotes China's one child policy, which is failing due to gender imbalance.
With the ability to determine the gender early in pregnancy, in China, many female children are aborted, resulting in a greater percentage of male births.
There is a current diplomatic incident brewing about a dissident who exposed China's forced abortions and sterilisation practices:

As there are countries which will not be able to maintain their population, and others which exceed population maintenance, usually as an indication of their life expectancy/standard of living.
An approximate reproduction rate of ~ 2.3 children per female can be used as a guide, but many populations far exceed that level. There are many other factors in this equation as well.
Australia's fertility rate is 1.77 children per female. So our population maintenance by birth is decreasing.

Farmers should be encourage to clear ground to increase carrying capacity, and locking up good farm-land under woody weeds should be illegal!!! Instead these UN population control freaks introduce anti-life measures like a fraudulent tax on carbon dioxide - vital for human, animal and plant life.
